i18n: translate huggingfaceApiKey settings strings in all locales
Fill the six settings.huggingfaceApiKey* placeholders left by the HF access-token feature in all 9 locales, reusing each locale's existing civitaiApiKey* status renderings; document the new terminology (access token, gated repository) in the translation guidelines.
